I did a bit more searching and it seems that oil-based and solvent-based are basicallly the same thing as I suspected.

I am wanting to partly wallpaper and partly paint onto a new plasterboard wall. I found some old articles on other forums that suggest using an oil-based undercoat, so that if in the future the paper needs to be removed it can be done without damaging the plasterboard.
