Thanks for updating us - if the fill valve is dripping there may be debris in the valve, if the flush valve is letting by it’s either debris in the seating or it not adjusted height wise.

You may be able to find a latch with adjustable backset, if not you may have to use a 3 inch backset one and adjust the handle position slightly.

If you can identify the flush valve manufacturer and get a new valve replacing it is a matter of turning the valve and lifting it out of the mounting boss. The fill valve is best replaced.

The pebble dash layer does nothing to protect you house from water ingress. Just leave it until you can get the pebble dash re-created.

Hi diypatient,
It looks like there is only standard dot and dab fitted plaster board behind your tiles. Tidy up the hole shape and fit a new piece of plasterboard using board adhesive. Use the board adhesive to give a level surface and tile on this.

Sorry to hear you have health issues and will have to employ a contractor.
I suspect that if you try drilling a 14mm hole in the centre concrete core, that you may split it. How about drilling 6.5mm holes, screwing in 100x6mm stainless screws and casting around them.
