It wouldn't do any harm to sand the walls down, fill any imperfections & then unibond before painting.

I personally would go to your local area forums & look for recommendations as most builder that's any good won't have to advertise, most of his work will be recommendations. Also watch out for an architect's recommendations as many will "but not always" get a percentage from the builde...

If it was all in the same footprint, i doubt it would be a problem. But if your putting dormers in i would 1st check if you need planning as well, especially if it's in the front of the property, as some areas are strict on this. Personally, i would think builder 2 as he is playing safe . If there is a large crack, there is certainly somthing wrong. But get another 2 quotes to rebuild. Depending on the size i would assume there is scaffold & a skip involved plus re-flashing the new chimney, plus, at least a day for 2 guy...

Its hard to say without seeing this type of thing, but you won't get away with a single RCBO as it may have to take 12.4kw = 51 amps. Better off having 2 circuit's at 26.6 amp & 23.3 amp.
