wood flooring underlay in flats

The rules in my block of flats says you must not lay wooden flooring on top of the concrete floor, only carpeting, due to the noise factor. But I am sure I read somewhere that wood floor is acceptable with the right underlay. can you help, please.

Underlays do certainly deaden some of the sound from vibration through the floor, they do not however deaden any accoustic sound which may echo in the room. There can be no guarentees on soundproofing with underlays.
