I've just bought a new house. The downstairs floors are concrete. I cant afford to put a flooring down now but I want to keep the dust down. Should I seal it to keep the dust at bay, if so what should I use? Also I have read that it may be difficult to tile if you have used a sealant on the floor. Please help!!

then why not use a tiling sealant? a latex (NOT PVA) primer that you can buy from any decent tile shop will seal the floor, keep the dust at bay and will not affect your tiles.

though you will have to re-seal with the primer again prior to actually tiling as it's likely to wear away over time with foot traffic.

you could apply a stabilising solution available from a builders merchant
or pva but water it down 4:1

PVA should not be used as a sealer for tiling - if it gets wet or damp it will become live again, and fail. this will cause a failure of the tile adhesive, causing them to come loose.
