Can I use a fireplace where chimney is capped

Is it possible to use a fireplace where the chimney has been capped. I am tlaking about an ex council flat on the 8th floor where all the chimneys have been capped. Thanks

Use it for what?
Obviously you cannot have any sort of fire.
