laying wooden flooring onto quarry tiles

Help! I was going to lay some solid oak flooring onto the exisiting floor only to find I have quarry tiles which are sat on soil. Im told I cannot lay directly onto the quarry tiles for fear of damp affecting the oak. Are there any sealants I can use to overcome this? Or can anyone suggest another soulution.

Have you had a look at the DIY Projects area: https://www.diydoctor.org.uk/projects.htm If you select one of the damp projects they are presented by a company called Property Repair Systems and they specialise in damp and damp proofing products and methods. They may be able to assist you.
