could it be the thermostat or the heater unit or both or something else.
can it be fixed or is a new shower needed.

Could be either.......and given the difficulty in getting someone to look at it, to say nothing of the cost and hassle of trying to get spares you're probably better off buying a new one, it'll almost certainly work out cheaper.
