A first class example of why not to fit laminate under kitchen units.

Thats nonsense. Remove the laminate flooring that you can. Then using a Fein Multimaster (or similar tool) you can cut the old laminate back that you couldn't remove to underneathe the front of the units having removed the fascia board. Then either lay new laminate or ceramic tiles up to the unit feet, therefore under the front edge. Replace the ffascia boards over the top of the new laminate / ceramics and you'll never know the difference.

Yes you should remove it and no you shouldn't lay on top..

Explained, I hope, above. Take it under the unit so that the fascia board covers the edge when put back in place.
