Existing Sinlge brick extension - raising floor & dry li

We have an existing extension - 9ft x 6ft which is used as a utility room, we are looking at raising the floor approx 8 inch with a suspended type floor - do we need to put air bricks in the external walls?

We are also looking at dry lining the walls and insulating - there is damp coming through, i assume because of the single brick style extension - do we need to use a damp proof membrane on each of the woods fastened to the external wall? or is there another way of plaster boarding the damp walls that wont allow the damp to penetrate the newly dry lined walls?
