Old loft conversion & Builing regs

There is an OLD loft conversion (c.1985) with front and back dormers on my house. It badly needs updating and I wished to change part of the front roof in doing that.

All the loft companies I ask tho just say it doesn't meet modern building regs and will need stripping completely and starting again.

Thing is the house is Victorian and NONE of it meets modern building regs; so are building regs retrospective only on loft conversions or are these companies just after a fat wedge?

Jeffx,
Its new work and to get BR it will have to comply with all new regulations, this may even include a fire rated escape route to the ground floor exit.
