Plaster and limewash

I have a plastered bathroom wall (not lime plaster) which I believe has been painted with limewash. The plaster appears to be crumbling on the surface. Am I right in thinking that the limewash is letting moisture into the plaster and it is then breaking down? Will the wall need to be replastered?

did you pva prime wall prior to plastering?

Already done when I moved in so I don't know.
