Interesting Lighting Problem - NEED HELP !

Hi and thanks in advance for any help recieved, ok so here goes.

In my parents kitchen they have a 3 way light switch which works 2 lights in the kitchen and a light that is on the top of the stairs. Now when you turn off the power to downstairs lights in kitchen, light still works at top of stairs.

Ok, first light in kitchen works fine, it is on a junction box rose with 3 red loop wires all in one box, 2 neutrel wires in another, a live switch in the L of the box and works fine.

PROBLEM HERE: The 2nd light in Kitchen, last on the loop only has 2 flex cords coming down, 2 red which im guessing is part of the loop still, a neutrel wire which is in neutrel and a LIVE SWITCH wire which when switch is on sends 240v and when is off, sends nothing. So all seems to be working well..i think...how ever lights do not work, have replaced whole light fitting and still nothing. Now this problem started about 10 years ago when the bath overflowed and water came down arounnd the rose area of the non working light. But if there is a live switch there and its sending power via the switch, and a new light fitting is there then why is this still not working ?

how do you know the live is switching?
sounds like neutral is missing.
