Restoring oak chairs - rotten/uneven feet & what finish?

Hi, I am trying to restore a few plain oak seats. I have washed them down with sugar soap and fine wire wool which seems to have taken old oil / varnish off. Now not sure what to put on the cleaned wood - oil or varnish? And if so, what brands and techniques should I apply.
Also, the chairs spent many years in a damp old shed and many of them have uneven / slightly rotted feet. I was wonder how this problem could be fixed? Is it a job for a carpenter or are there any screw in feet that I could attach to the legs?
