I could be that the thermostat is damaged. When just married we had what was then (1970's) a new fangle fan oven which seemed to burn everything and we blamed it on the fan and compensated by giving either less time or lower temperature.
It was not until years latter with second Belling fan oven that we realised it must have had a faulty thermostat.
If you can get hold of an oven thermometer you should be able to check this and if faulty either manually compensate or get the thermostat replaced.
