Garage floor options

I have a prefab garage on a good solid concrete base,which I wish
to turn into a workshop,but before I have the electrics wired in....
There is some damp getting in where the prefab sits on the base.
Firstly,what is the best way to stop the damp getting in?
Secondly,I wish to smooth the floor over,screed could be an option,
then a rubber covering or possibly just paint it.The budget would be fairly open,but an idea of price would help.
I am capable of doing the work myself,but would like to ask the forum for their opinions.

Hobbyman,
The prefab sides will be sitting directly on the concrete floor so this will always be a point of water ingress. You will have to lay a DPM over the floor and up the walls and then cover this.
