rough plaster

I have always admired the art of plastering a wall.
A few months ago i had a new plasterboard wall skimmed
I now want to paint it but find most of the plaster is very smooth but some patches about 300 mm sq feel like fine sandpaper to touch.Have tried lightly sanding with 240 grade paper but of no use.
Have not applied misscoat yet,will this help or is their anything else i can do
Any help appreciated

Just give it a miss coat and if its still visible then fill it with easy fill and sand shouldnt be much of an issue.
