I would always fit a floor in any room, before anything went in the room that was to stand on the floor.
Any floor covering that tries to butt up to sanitary fittings also always looks a mess unless you are very lucky and skilled. Even with carpet, the fittings are best sat on slightly under-sized WBP "feet", so that the cut edge of the carpet can be tucked underneath so it looks like it actually covers the whole floor.
In the case of a floor in a bathroom, the only minor glitch might be a change in height making things not quite fit/align, but there are zillions of ways round that if it happens.
