Vinyl flooring

I'm having vinyl flooring laid onto a concrete floor in a kitchen.After I had removed the first vinyl covering and then scraped the second ,very well stuck down, second layer of vinyl, the concrete floor felt slightly damp and musty. The smell and the damp cleared up overnight.
What I'd like to know is do I need some sort of barrier between the concrete and vinyl such as a liquid dpm?
The vinyl will not be wall to wall but finish just under the units.
The house was built in 1964, if that helps at all.
