takes ages for cold tap to go cold and hot tap to get hot

Hello.
I have a traditional type boiler with a pressurised cylinder.

In my en suite, when I run the hot tap it seems to take forever to get warm (prob about 30 secs but seems longer when you're waiting,
and also the cold tap takes forever to get cold (it's probably luke warm for about 30 seconds).

The en suite is probably about 5m from the tank.
The kitchen seems further away from the tank, but it doesn't do it there. In fact it only does it in the en suite

What is likely to be causing this?

Can anything be done to solve this?
