Hi Berrys,
From your description the problem is condensation, and not penetrating damp. So boarding the walls should not be your first choice of remedy.
Condensation is caused by too much moisture in the air, ie: moist air that we breathe out, boiling kettles and steam from cooking. Any moisture in the air will settle and condense on the coldest surfaces, such as external walls.
The simplest solution to condensation is to increase ventilation eg: open a window, fit an air vent, add an extractor fan.
If you Google - Ricmond damp and mould - you will find an excellent online Adobe booklet from Richmond Borough Council about identifying the causes of damp and condensation, and tips on how to remedy the problem.
