Hi, the first thing I would like to ask is why you put PVA on a new ceiling as this can often lead to bubbling and cracking. If I were you I would remove it all and wash the ceiling off to get all the PVA off it. Then give it 1 or 2 coats of watered down emulsion to seal it, this is called a mist coat. After doing this give it 2 coats of emulsion to finish and that should be all you need to do.
