Embarrassingly Basic Question About Picture Hanging General problems, solutions, information and advice on fixing to walls of all kinds

So I bought some basic picture frames from IKEA but I can't for the life of me figure out how to use these metal bits (see picture) to fix it to the wall! I tried buying some flush mounts but they didn't seem to fit. What are they for?!
