Insulation Resistance Very Low

If the tester has said the above.
And he has put ).5 in all columns under P/E and N/E what would be the easiest way to find the fault and rectify it?

I SPARK
WITH ALL CURRENT USING EQUIPMENT AND EQUIPMENT
SENSITIVE TO TEST VOLTAGE OF250, 500,1000V DISCONNECTED
AND THIS READING WAS STILL OBTAINED THEN DEPENDS
WHAT MAINS VOLTAGE CIRCUIT IS USED. EG
SELV AND PELV TEST VOLTAGE 250 V DC MIN INS RES IN MOMH WOULD B 0.25 MOMH
UP TO AND INCLUDING 500V TEST VOLTAGE 500V DC MIN INSUL RES IN
MOMH WOULD B 0.5 MOMH.
ABOVE 500V , TEST VOLTAGE 1000V DC MIN INS RES IN MOMH WOULD B 1 OMH.
