Is Damp in Corner of Room from Leaking Radiator or Penetrating Damp?

Hi all, my tenant has just moved out of my place as I have accepted an offer on it.

In the corner of one of the downstairs rooms there in a patch of damp with cracks in the skirting board. This is incidentally right next to where the radiatir pipe goes under the laminate. See photo

There is an air brick on the outside of that wall but it all looks good to me. I am not sure whether this is a radiator pipe leak or a form of penetrating damp etc.

From the pic could anybody suggest anything?[l

if it was from the radiator, there would be a pressure drop in the boiler, which would need constantly topping up.
I would say there is a problem outside, like a leaking downspout or gutter or drainage issue

Thanks for the reply - coincidentally the pressure on the boiler was 0.3 and for the 6 months I had the tenant in the house I had the pressure drop out 2-3 times. I have got a home buyers survey taking place tomorrow - preparing to get it sorted and wondering where to find the source and rectify - last thing I want is a damp specialist recommending over priced works. laminate is moves about 3-5mm if I stand on it in the corner
