Painting over very damp walls and damage advice needed

I just stripped off the wallpaper in my aunties front room to prepare for painting her walls. However when the paper came off it revealed some terrible looking damage to the walls. I'm guessing it's a problem with moisture.
The walls that are worst affected are both exterior walls and house is quite old - about 80 years.
But I was really shocked with the extent of the damage. I don't know if it will be okay to paint straight over it. I have taken a couple of pictures.
Should I get someone in to assess the damage, or can I proceed myself with the renovation?
