Integral Garage Conversion Floor Query

Hi first time post here

We have just bought a 1930s house that has an integral garage. We will be converting this but I have a question about the floor.

Ordinerally I expected the floor to be at a lower level than the rest of the house but it's not. The concrete floor is exact same level.

So it's going to Ben more cost to excavate to put in insulation

Is there a way around this?

A ) not mention it to building control and just put a membrane down then new finish over the top
B) can I justify not doing insulation to building control as I'm sure the rest of the house which has a concrete floor isn't insulated and the garage is integral
C) are there products that anyone would suggest

I just think it will be more money and hassle to excavate when we will achieve all other u values in walls and roof and the floor isn't going to make that much difference to us
