What is This Plumbing Valve in our new Property?

Was left on the cold filter when I have moved to my new house.

Looks like the rest was cut off to remove the washing machine.

What does it do and why is there an electric wire in there?

Its a water solenoid valve. Is there any chance the property was rented at some time as the only thing i can think of is there might of been an electric meter to charge for using the washing machine at some time.??
