Damp Issue and Dry Rot in Skirting Borads Help Needed

We've noticed what could be dry rot in our skirting boards since having our laminate floors laid over the top of the real wood floors. The skirts have cracked and white stringy mushrooms are growing behind and up into the walls. There is a strong mushroom smell present.
We have removed the skirts and taken up some of the laminate to dry out but now have noticed fluffy mould between the wall and damp proof membrane going down into the floor cavity and also back under the laminate flooring.
Has anyone experienced this? I've paid a timber surveyor to come round who've done nothing other than send a report stating further investigations are needed and now want more money to cut a hole in the floor and access under the house. Am I right to go with a timber surveyor or should I use a specialist damp company. Any advice welcome.
