Fill or Complete Re-Plaster for Cracks That Have Widened

Hi,

I have moved into a house 6 months ago. The house was built 2007.

There were some cracks in the plaster at the time but we just painted over them mostly (hairline cracks) and polyfilled some slightly widers ones before painting - my reasoning is that they were "probably" settlement cracks. All cracks are upstairs, internal only and run from "weak points" i.e. PVC windows frames / sills.

6 months later and I am certain the cracks have widened (nothing bigger than 2mm).

1. Can "settlement" cracks still appear 10 yrs later?
2. Do I even bother re-filling and painting if it keeps happening?
3. Will a complete re-plastering job fix the issue?
4. Could it be subsidence? There are no external cracks and due to it only being at window sills I assumed not? :-(
