Step one contact council pay your fee as no point in contacting DNO if you find the council will not let you do the work anyway.
Next contact DNO there are two options either they draw fuse you do the work and then they reconnect, or they fit an isolator, or in fact you can fit an isolator then get DNO to connect to it.
Next job is fit the new consumer unit, not only will you need to actually need to connect everything up but you will also need to test all circuits, you will have arranged with the LABC as to what they will allow you to do and what must be done by their appointed agent.
One thing to remember it will likely cost more to DIY than to get a scheme member to do the job for you, however if your really want to do the job then the biggest hurdle is to get the council to let you.
