New Conservatory and Patio Drainage Issue With Neighbour

Hi a while ago my neighbour installed a conservatory and the was on the opposite side to their gate and water from that side has since flowed into my garden. It's always been a bit biggy since but eventually makes its way into my gate. However... I have just had a patio installed and a new fence with concrete base inbetween their conservatory and my patio. Now their water has nowhere to run and the concrete base is flush to the slabs. This has created large puddling on their side that never happened before. They are blaming me. Am I responsible for this. As previous to their conservatory their back was a long straight wall that drained easily into their own gate. It's never been.an issue but now they have put small holes into the concrete and my patio is taking the water. Please help.

you can contact the environment officer at the council for further advice
