Garden Drainage for Sitting Water on Heavy Clay Base

Can anyone out there help me with a problem.
I have water settling in my garden as the soil is heavy clay, and its undermining my washing post which becomes unstable.
I decided to dig a trench to move the water away, and bought a 30litre butt. Using an old square fall pipe drilling holes in the top so that the water settling on the top has nowhere else to go but in the pipe then into the butt. I fitted an outlet pipe years ago which extracts water into the sink when it overflows in the garden, so I cut out holes and fitted the fall pipe in the bottom of the butt, and one at the top for the outlet pipe.

All works well except that the water only goes 1/2 way up the butt and no further, it doesn't reach the outlet pipe, and each time it rains its going back up the fall pipe to the washing post!
Is there anyone out there with any idea of what I've done wrong and any ideas of what I can do to rectify it. Thank you.
