Crumbling Pebble or Spar Dashing

Hi,

I am looking at buying a house and have found a property I like. The problem is that on the outside wall it looks like some pebble dashing has been replaced or some gaps have been filled with new dashing. When I picked at one of the stones, it came right out and when running my fingernail over the mortar/concrete which the stones were mixed in to, it was quite easy to pick out.

The older parts of the pebble dashing have been coated in white paint, but the bit I am concerned about have not. Is this something to be concerned about? I have included two pictures to highlight the issue. Very grateful for any help/pointers.
