Use of Skylight in Low Head Height Loft Conversion for Building Regs

Hello all,

in order to get building regs sign off for a loft conversion, is it permissible to use a skylight in the apex of the roof above the top of the stairs in order to get to the 2m minimum head room height?
Would you then need planning permission?
I've attached an example of the type of skylight that I'm talking about.

confusing the issue here, top of stairs isn't a room, planning permissiion depends - is it overlookng neighbours? Is it front or rear?

What kind of stairs are you going to use? Maybe think about loft ladder mate.

I believe you need 2m head height for the stairs, veluxs are often used to gain a small bit extra, if the window is obscure glazed and fixed pane (or over 1.7m from floor level but I doubt you can achieve that.) I'd confirm that by checking the permitted development guidance for householders daily straight forward. An alternative maybe to lower the floor where the new landing for the stair is to achieve 2m then step up into the room? Ask the BCO if they are happy with that?
