Sweating Wall and Paint Bubbling Either Side of Radiator

I have problem with the paint bubbling on my interior wall either side of my radiator. I have laminate flooring and my floor beneath that is concrete.
My radiator pipes run along the wall on top of the concrete floor not raised so the laminate is virtually butted against it so when the skirting board is in place it sits on top of the pipe and laminate not above it, could this be causing condensation in the gap between the skirting and wall when the heating is on?

It sound more like a leak than condensation. Is the flooring touching the pipe? There should be an expansion gap between the flooring and any wall, pipe etc
If you cant see a leak or it is inaccessible you could try an internal leak sealer which could solve the problem if the leak is not too serious..
