Understairs toilet and sink?

Hi guys. i am looking to install an understairs toilet and sink. Does any one know if a) i require planning permission as it is not a structural change? b) a rough estimate as to how much this should cost.

You wont need planning permission but you may need to inform building controls they will tell you about the regulations you must adhere to.
Cost depends on all sorts of stuff
Pipe work installation, cost of suite, tiling etc.. If your not getting involved in the installation and paying for all the work to be done by another.
In Bradford i'd expect to pay £600-800 for it just to be installed, I wouldn't pay that, i'd do it myself! but you'd still need to buy suite, tiles etc..
