Painting Over Flaking Paint Around Light Switches

Hi

I'm a decorating novice painting the first room in the house I have just bought. The previous people must have painted right up to the edge of the light switches rather than loosening them because when I have loosened them myself, some of the paint has flaked off, creating an uneven surface. How do I get a smooth paint finish with this? Will two coats of paint simply fill in where the paint has flaked, levelling the surface? Note that it is not a big area that has flaked as is probably one colour deep.

Pull the switches out as far as you can without disturbing any of the wires, turn off power if needs be, scrape off all loose flaking paint, apply some filler to wear the paint is missing, let it all dry and gently rub down and paint your walls.

Thank you. That is as I thought but was hoping someone would say that simply painting would cover it up!
