Broken Toilet Seat and Absolutely No Idea How To Fix All aspects of plumbing questions and answers, help, tips and information

Hi everyone - just moved into my new place and the toilet seat has come loose. At first I just thought one of the screws had come off but looking at it I can't make head or tai of it and my dad can't either. Any help would be appreciated it. Do I need to get a plumber or is it simple enough to fix ourselves? Thanks
