Flooding in Cellar and it's Getting Worse

Hey all, hoping to get some advice. We've been living in a rented property for a year and about a month ago we noticed some flooding in the cellar. It's an old house and we'd had some heavy rain, so I just let it be. We have a few things down there including a raised freezer so I was a little concerned, but as it's a rental I referred it to the landlord, who blamed the rain, and let it go.
I've been down since and the problem is getting worse despite it being the hottest UK summer on record. There's a kind of brown/Black sludge in it around the freezer too. I was wondering if anyone had any thoughts or advice on it, as this is well outside of my area of experience.
