Concrete Blinding and Joist Replacement

Hi, a damp surveyor has recommended I have the following work undertaken in the front half of my house:
- deteriorated floor joists replaced
- polythene membrane laid on the soil oversite
- blind the membrane with concrete to a particular depth

I have a friend who is relatively handy, with some building & carpentry experience, and feels he'd be able to do this for me rather than me forking out for a builder. I'd love to say yes to this gratefully however I am not sure what risk I'd be running here, if any, as I've no familiarity with this myself.

Is this the type of job that requires any particular specialism, are there any common pitfalls I should be aware of? To me none of the individual elements of the job seem to complicated but, as I say, with very little experience I'm hoping to seek some other advice.
