Copper Pipe Outside Dripping Constantly Drainage and wastage systems and plumbing help, advice and answers

Hi all, I have noticed a copper pipe dripping on the outside wall, un fortunately I don't know what this pipe is as I do not have a water tank in the loft, can anyone help with any ideas, the chalet style house is approx. 5 years old, thanks
