The pipes from within your boundary land are your responsibility IF only servicing your water.
If you have lead pipes to your house/flat they will be replaced FREE of charge.
You have rust in your water pipes. remove any filter on a tap to see the rust. Maybe the toilet will not occasionally not stop refilling if a Torbec inlet valve is fitted. This may be because of rust in it, and not necessarily a fault of it.
Rust in the water means you have a steel pipe to your house/flat.
If house easy to replace as the pipe with 25mm DMPE is only about £16 for 25metres. It is putting it in they ground the hard bit. 0.75metres deep to 1.35m, no more. Will need a Double Check Valve.
