Redundant Gas Pipe Found During Kitchen Renovation

I am in the process of replacing my kitchen and have come across this pipe. It must’ve been there when we moved here 29 years ago and when we put the kitchen units in have just left it there. However I now want to change the layout of the kitchen and don’t want to put a unit over it. I want to tile over that area so would it be safe to cut it off at ground level and cap it again before laying floor tiles?
