70's Bungalow Renovation and Skirting Boar Issues

Hi All, Thanks for reading.
We're renovating a 70's bungalow but have found the a great many of the retrofitted skirting boards are loose and falling off. On further inspection this is not a surprise because they have virtually nothing behind them. Many of them have a void behind around 6-7 cm high and going back sometimes by a similar amount although it can be a lot less. This means that the skirting was only ever held on by a thin strip at the top.
Firstly I'm at a loss to know why there is such a large void behind the skirting. In other homes its been the case that the plaster of the wall goes all the way down to the floor. But with what we have it often stops short leaving that gap.
The real question is what we can do about this. Do we just fill the gap with something?
