Obviously this could be a number of things but let's start at the bottom.
Obviously this could just be an age related problem where the 80's damp course has just run its course.
My self personally I would firstly investigate the render at the base of the wall.
You mention that both rooms have concrete floors, check that the render is not in contact with the concrete
It's a common mistake that people make rendering all the way to the floor
Ideally you'd want about a 50mm gap between render & floor as if the physical membrane under the floor has been compromised then moisture could easily track up into the plaster.
Pop the skirting off and see what you've got
