Slow trickle from cold water tap in bathroom basin but not able to check cold water tank in loft or remove tap as disabled pensioner, any advice on a fix?

If cold taps and toilets elsewhere working OK, then I'd suggest the problem may lie in the tap itself. You don't say whether this happened suddenly or over time.

I have a tap which has just gone to a trickle after a leak was repaired nearby - I suspect debris has found it's way into the tap and partially blocked it.
