Fixing Flaked Paint Issue Without Stripping off

Does anyone have a good solution to fixing this flaked paint without stripping it all back? Or is that the only way to fix this?

Hi mountainmj,
Depends on the extent of the blown paint layer.
Lightly tap the wall and see how much sounds hollow - you can then decide whether a complete strip is needed.
