Cracking/blistering bathroom wall/lime plaster

The paintwork in my Mother’s bathroom is cracking/blistering after 3-6months of application. It is a Dulux bathroom paint. The problem walks are exterior. The lime plaster below has previously been patched with a modern filler & sealed. Is the problem due to condensation or the lime plaster reacting with the modern filler/non breathable paint? Is solution to remove existing plaster & replaster from scratch?

If you have lime plastered walls it is likely that they are solid, it is not a good idea to used a non-permeable paint on these wall because damp cannot escape.
Suggest you scrape off an area of blistering and see where the fault is.
