Help-new steel legs for a dining table

So i have a 160cm x 80cm x 4cm particleboard dining table which i ordered new steel legs for in a trapezium shape. They are 70cm wide at the top narrowing to 60cm at the base. I attached the legs using the supplied bolts which were 25mm length i think although i forgot to measure them and 6mm. I used a 4mm drill bit to make the pilot holes. The problem i have is that the table wobbles in both left to right and front to back directions for example when I am cleaning the table. I think the rock is only about 1cm but enough to make me worry that the table is not stable. Now I am thinking that I should maybe get some threaded inserts and drive the bolts into those. Would that even make a difference? Any other thoughts as to why its rocking like this? My last dining table was a similar size but had the traditional square chunky legs at each corner so didnt wobble at all.
